Communication between members of the Community is allowed in any language that is convenient and understandable to them. The development, practice, and cultivation of artificial languages are also encouraged. Artificial languages created and developed directly by one of the members of the Community are especially welcome.
10. The Community «FCLSA» exists and operates in accordance with these Regulation, has an internal structure and Rules set forth in these with these Regulation.
The Internal structure:
1. The Internal structure of the Community «FCLSA» is represented by the provisions set forth in these Regulation.
2. The internal structure of the Community «FCLSA» is represented by the presence of the Board of the Community, as well as the positions of the Organizer, Co-Organizer(-s), Chairman, Vice-Chairman, members of the Community and candidates for membership in the Community.
3. The highest authorized body is the Board of the Community, which includes all its members. The Board performs voting on various issues of the Community, including those initiated by the Chairman.
The Board of the Community approves the Chairman, decides on his disqualification in case of violation of the Rules, and also considers candidates for membership in the Community.
4. The Organizer of the Community is the person on whose initiative this Community was created as an institution. The Organizer is a kind of ideological inspirer of the Community, who came up with the idea of creating this Community and who brought this idea to life.
After the creation of this Community, all essential powers of the Organizer end there. The Organizer, like everyone else, is a full member of this Community, enjoys equal rights and bears equal responsibilities with all other members, and can participate in the life of the Community without any advantages or restrictions. The Organizer may also elect and be elected to the position of Chairman and participate in other votes of the Community. The organizer may also leave the Community at his own request, as well as all other members, and the company itself is not liquidated after his departure. For gross violation of the Rules, the Organizer may also be subject to a measure of exclusion from Community.
The Organizer may have (has) his (their) ideological colleague(-s) – Co-Organizer(-s).
5. A Co-organizer is a person who helped the organizer in creating a Community and its organization, in attracting potential members, campaigning, etc. A Co-organizer is a kind of ideological ally and assistant to the Organizer in creating a Community.
There can be one or several Co-organizers.
The Co-Organizer, like the Organizer, bears the equal rights and duties of a member of the Community without any advantages or restrictions.
6. The Chairman of the Community is an official in the Community, whose duties include internal control over compliance with the Rules by all members of the Community, as well as the function of external representation of the Community outside its borders (the «face of the Community»).
The Chairman is elected by the Board of the Community by a majority vote from candidates proposed by one of the members of the Community or self-nominated candidates. The Chairman is elected indefinitely and may leave his post if he expresses his will or if he is disqualified from voting in the Board of the Community for violating the Rules.
Only members of the Community may be considered as candidates for the Chairman.
The Organizer and Co-Organizer(-s) may also be elected to the position of Chairman.
After his election, the Chairman appoints a Deputy, but he may not do so (depending on the will of the Chairman) if he considers it possible to perform his duties without assistance.
After his election, the Chairman does not cease to enjoy all the rights and duties along with the rest of the members of the Community.
The Chairman's main responsibility is to monitor compliance with the Rules by all members of the Community. In case of violations by any of the members of the Community, the Chairman has the right to initiate voting on the application of penalties to the violator(-s) or to apply penalties to the violator(-s) independently.
The Chairman has the right to initiate voting in the Board of the Community on any issues.
The Chairman is the so-called «face of the Community », authorized to represent the Community in the outside world, can conduct campaigning and call for membership among non-members of the Community.
The Chairman decides on the acceptance or non-acceptance of candidates for membership of the Community from among those considered by the Council.
In case of violation of the Community's Rules by the Chairman himself, all other members of the Community may initiate a vote on the Board to disqualify the Chairman from his position. After the disqualification of the Chairman, the Board decides on his future fate (remaining in the Community or his exclusion from the Community).
7. The Vice-Chairman of the Community is appointed by the Chairman as a personal assistant (optional).
The Vice-Chairman performs all necessary assistance to the Chairman according to his instructions and instructions.
If for any reason it is impossible for the Chairman to perform his direct duties, the Vice-Chairman completely replaces him.
Any member of the Community (including the Organizer and Co-Organizer(-s)) can become a Vice-Chairman.
After the Chairman ceases to exercise his powers (voluntary resignation or disqualification), the position of Vice-Chairman is automatically removed. The newly elected Chairman appoints a Vice-Chairman independently (even if it is the same person).
The Chairman may, at his discretion, remove one Vice-Chairman and appoint another. The Chairman may change his Vice-Chairmen as many times as he likes.
A Vice-Chairman may also initiate his own removal by refusing to continue performing his duties.
For violation of the Rules, the Vice-Chairman may also be subject to removal from office and imposition of penalties by the Chairman.
8. The members of the Community are equal participants in the life of Community, enjoy equal rights and bear equal responsibilities.
The members of the Community have the right to participate in the life of the Community, have the right to elect and be elected to the Board, and are also required to comply with the Rules of the Community.
For violation of the Rules, any member of the Community may be subject to a penalty up to and including expulsion from the Community.
The members of the Community join the Community voluntarily and may voluntarily leave the Community at any time.
9. Candidates for membership in the Community are persons who have expressed their will to join the Community.
Prior to the decision on their admission to the Community, candidates are not considered members of the Community, and they have no rights or duties in the Community. After the decision on their admission to the Community, candidates become members of the Community.
The decision on the acceptance of certain candidates is made by the Chairman after consideration of the candidates by the Board of the Community.
The Rules:

In case of violation of the Rules by any of the members of the Community, the issue of applying penalties to the violator may be raised at the Board of the Community.
3. Penalties against the violator are represented by the following sanctions (in ascending order):
– warning;
– strict warning;
– deprivation of the right to vote for a certain period of time;
– exclusion from Community.
The decision on the application of penalties is made either by voting at the Board of the Community (for serious violations), or by the Chairman of the Community independently (for minor violations).
The Chairman of the Community has the right to independently apply a warning and a strict warning to minor violators, since voting is not required for these sanctions. Decisions on the deprivation of the right to vote or exclusion from the Community are taken by voting at the Board of the Community.
4. The main purpose of the existence and functioning of the Community «FCLSA» is the popularization of culture (literature, sciences, arts, etc.) in people's lives, contributing to its preservation, development and prosperity, uniting people interested in culture and its popularization, as well as supporting authorship.
Membership in the Community «FCLSA» is based on the principles of equality, equality and mutual respect for honor and dignity.

Но я так и не понял - что это и зачем? Нет, я не против, я искренне желаю понять главную идею и цель общества "Волна" (Вольного общества литературы, науки и еще чего-то там. А, вот - авторства!)
Можно как-то покороче пояснить, а то мне такой объем мелким почерком, да еще и на эсперанто, не очень дался.
